Applying to the Clean School Bus Program: Preparing for 2023 Funding

In April 2023, EPA Region 9 conducted a webinar to help eligible entities prepare to apply for 2023 funding through the Clean School Bus Program. The webinar provided an overview of the program, an in-depth description of the 2022 Rebate program, and how entities can prepare to apply such as keeping an active SAM.gov account and navigating Grants.gov.

Clean School Bus Announcement: Biden-Harris Administration Will Double Clean School Bus Rebate Awards to Nearly $1 Billion

In September 2022, the U.S. Environmental Protection Agency (EPA) announced that school districts from all 50 states can apply for rebates to provide students and communities cleaner air.

2022 Diesel Emissions Reduction Act (DERA) Tribal and Insular Area Grants Request for Applications (CLOSED)

In August 2022, EPA announced its FY22 DERA Tribal and Insular Areas RFA. EPA anticipates awarding approximately $8 million in grant funding for tribal and certain insular area governments to implement projects which reduce emissions from the nation's existing fleet of older diesel engines. A total of $7 million will be made available to tribal governments, or intertribal consortia, and Alaska Native villages; and $1 million will be made available to insular area governments including the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. Funds may be used to upgrade and replace older, dirtier diesel-powered vehicles and equipment with newer, cleaner vehicles and technologies.

No mandatory cost sharing funds are required under this competition. Although cost sharing is not required, applicants may propose to provide voluntary cost to improve the environmental outputs and outcomes of the project.

Application packages must be submitted electronically to EPA through Grants.gov (www.grants.gov) no later than Wednesday, October 26, 2022, at 8:59 p.m. PT to be considered for funding.

Events Related to Clean School Bus Program

The list of events below includes presentations or activities related to the Clean School Bus Program. EPA does not endorse events that are not organized by EPA. The events listed below are not intended to be a comprehensive listing of Clean School Bus Program related events.

Listening Session: $5 Billion Available from the Bipartisan Infrastructure Law's Clean School Bus Program

EPA hosted a listening session about the Clean School Bus Program in the Bipartisan Infrastructure Law. This program will offer $5 billion over five years to replace older school buses with clean school buses that are zero-emission or use alternative fuels. Eligible recipients for funding through this new program include: state and local governments, certain contractors, nonprofit school transportation associations, and Tribes, Tribal organizations or Tribally-controlled schools. EPA will provide an overview of the legislation and seeks input from stakeholders on developing a successful program to achieve nationwide deployment of clean and zero-emission school buses. Webinar participants will have an opportunity to speak for up to two minutes to provide feedback. Depending on participation, not every attendee may have time to speak, but interested parties may also submit suggestions about program implementation to cleanschoolbus@epa.gov.

2021 Environmental Justice Small Grants: Opportunity for Communities Living Near Port and Rail Facilities (CLOSED)

EPA's Ports Initiative is pleased to share news that funding is available for approximately six Environmental Justice Small Grant (EJSG) projects that address clean air issues at coastal and inland ports or rail yards. A maximum of $50,000 is available for each one-year project. This funding opportunity is part of a larger EJSG Request for Applications (RFA). Applications must be submitted by May 7, 2021. The EJSG Program, established in 1994, awards grants to projects designed to develop strategies that address local environmental and public health issues, build consensus in the community, and set community priorities.

Applying organizations should have a direct connection to underserved communities impacted by environmental harms and risks. Community-driven projects include activities where community residents and/or representatives are integrally involved in the thinking behind and execution of those activities.

2021 Diesel Emissions Reduction Act (DERA) Request for Applications (CLOSED)

On January 14th, EPA announced its FY21 DERA National RFA. EPA anticipates awarding approximately $46 million in competitive grant funding under the DERA National Grants Program. The program is soliciting applications nationwide for projects that achieve significant reductions in diesel emissions and exposure, particularly from fleets operating in areas designated by the EPA Administrator as poor air quality areas.

Application packages must be submitted electronically to EPA through Grants.gov (www.grants.gov) no later than Tuesday, March 16, 2021, at 11:59 p.m. (ET) to be considered for funding.

2020 Tribal Diesel Emissions Reduction Act (DERA) Request for Applications (RFA) (CLOSED)

The U.S. Environmental Protection Agency is accepting applications from eligible Tribal applicants until Thursday, July, 9, 2020 at 11:59 p.m. Eastern Time (ET) for projects that reduce diesel pollution and emissions exposure from existing engines and equipment. EPA anticipates $2 million will be awarded to Tribal applicants across the country.

2020 Diesel Emissions Reduction Act (DERA) Request for Applications – CLOSED

2019 Diesel Emission Reduction Act (DERA) Grant Recipients Announced in Region 10

U.S. EPA's West Coast Collaborative (WCC) has awarded $5.6 million in DERA grant funding to recipients in EPA Region 10 states, territories and tribal communities. These funds provide support for clean diesel projects throughout the Pacific Northwest and Alaska. Newer diesel engines operate more cleanly than in the past, but many older diesel engines that emit far more air pollution are still on the road. Diesel emissions contain numerous pollutants – including soot, nitrogen oxides, and carbon monoxide – that adversely affect cardiovascular and respiratory health.

U.S. EPA's West Coast Collaborative (WCC) has awarded over $14 million in DERA grant funding to recipients in EPA Region 9 states, territories and tribal communities. These funds will go towards projects that reduce diesel emissions from large diesel emission sources, such as trucks, buses, agriculture and port equipment. The month of October is Children’s Health Month, and these DERA grants are a resource that states, territories, tribes and local partners can use to reduce diesel emissions and protect our nation’s children. On September 30th, EPA announced the availability of approximately $10 million in Diesel Emissions Reduction Act funding to assist in replacing old diesel school buses with new school buses meeting the cleanest emission standards. U.S. EPA Announces Release of FY19 Diesel Emissions Reduction Act (DERA) National Clean Diesel Request for Applications (RFA) (CLOSED)

On December 20th, 2018, EPA announced its FY19 DERA National RFA. Approximately $40 million is available nationally for projects that reduce diesel pollution and emissions exposure from the nation's existing fleet of diesel engines. The RFA closed on March 26, 2019.

U.S. EPA's West Coast Collaborative (WCC) has awarded nearly $12.5 million in DERA grant funding to 19 recipients in EPA Region 9 and 10 states and territories, leveraging over $30 million from public and private partners. These funds will go towards projects that reduce diesel emissions from large diesel emission sources, such as trucks, buses, agriculture and port equipment.

U.S. EPA Announces Release of 2017 Tribal Diesel Emissions Reduction Act (DERA) Clean Diesel Request for Proposals (RFP) – CLOSED

On October 5th, EPA opened the 2017 Tribal RFP for Clean Diesel DERA funding. Proposals will be accepted from eligible Tribal applicants until Thursday, January 18, 2018, at 11:59 p.m. Eastern Time (ET) for projects that reduce diesel pollution and emissions exposure from existing engines and equipment. EPA anticipates $1.5 million will be awarded to Tribal applicants by Spring/Summer of 2018.

U.S. EPA Announces 2017 School Bus Replacement and Retrofit Rebate Application Period – CLOSED

On September 28th, EPA announced the availability of approximately $7 million in Diesel Emissions Reduction Act funding to assist in retrofitting or replacing old diesel school buses, of which up to $1 million is available for funding retrofits. EPA will accept applications from September 28 to November 14, 2017 and an informational webinar will take place October 5, 2017.

Alaska and Washington Tribes Awarded $512,949 in Diesel Emissions Reduction Act (DERA) Funding

On June 29, 2017, the U.S. Environmental Protection Agency announced two awards totaling $512,949 in DERA funds to federally recognized tribes in Alaska and Washington. The Chalkyitsik Village Council in northeast Alaska and the Lummi Tribe of the Lummi Reservation in Washington will use these funds to implement projects that reduce harmful diesel emissions from stationary generators and marine vessels respectively.

Arizona and California Tribes Awarded More than $320,000 in Diesel Emissions Reduction Act (DERA) Funding

On June 21, 2017, the U.S. Environmental Protection Agency announced two awards totaling $321,458 in DERA funds to the Gila River Indian Community, near Phoenix, and the Morongo Band of Mission Indians, near Los Angeles. These grants will fund replacement vehicles for these tribes to reduce harmful diesel emissions from trucks and school buses.

U.S. EPA Announces Release of FY17 Diesel Emissions Reduction Act (DERA) National Clean Diesel Request for Proposals (RFP)

On April 18, EPA announced its FY17 DERA National RFP. Funding is available nationally for projects that reduce diesel pollution and emissions exposure from the nation's existing fleet of diesel engines. The closing date for the RFP is July 5, 2017.

2016 Diesel Emissions Reductions Act (DERA) School Bus Rebates are Selected for Funding

U.S. Environmental Protection Agency (EPA) is pleased to announce that the 2016 School Bus Rebate Program has awarded more than $7.7 million to replace or retrofit 401 older diesel school buses. Buses that are replaced will be taken out of use and scrapped. The funds will be distributed to 88 school bus fleets in 27 states, each of which will receive rebates through EPA's Diesel Emissions Reduction Act (DERA). The new and retrofitted buses will reduce air pollution that can contribute to significant health problems (including premature mortality, increased hospital admissions for heart and lung disease, increased cancer risk, and increased respiratory symptoms) especially for children, the elderly, outdoor workers, and other sensitive populations. Selections include projects in the following West Coast states: Arizona, California, Oregon and Washington.

2016 Diesel Emission Reduction Act Grant Recipients Announced

EPA's West Coast Collaborative has awarded $6,329,500 in DERA grant funds to 10 recipients in EPA Region 9 states, leveraging $17,371,125 million from public and private partners. EPA Region 10 awarded $3,579,013 to eight recipients in EPA Region 10 states, leveraging $4,542,237 million from public and private partners.

2016 West Coast Collaborative Partners Meeting

The 2016 West Coast Collaborative Partners Meeting, in collaboration with the Green Transportation Summit and Expo, was held on April 5-6, 2016 at the Tacoma Convention Center in Tacoma, Washington.

EPA Funds Cleaner Diesel Equipment for Gila River Farms & Holds Clean Diesel Workshops in Arizona

EPA West Coast Collaborative awards a Diesel Emissions Reduction Act (DERA) grant for cleaner diesel equipment at the Gila River Indian Community, a Making a Visible Difference Community, and co-hosts clean diesel workshops aimed at raising awareness of the air quality and human health benefits of clean diesel technologies and best practices, as well as available funding resources.

EPA Announces 2015 School Bus Replacement and Retrofit Rebate Program (CLOSED) October 30, 2015

On September 28th, EPA announced (press release) the availability of approximately $7 million in DERA (Diesel Emissions Reduction Act) funding for rebates to retrofit or replace older school buses operated by public school districts/agencies and private school bus fleets currently contracted with public school systems. Owners of model year 2006 or older buses can apply for funding for up to 10 buses for replacement and up to 10 buses for retrofit with a diesel oxidation catalyst plus closed crankcase ventilation system (DOC plus CCV). Fleets with over 101 buses currently in operation may submit two applications.

For buses with engine model years1994 to 2006, the program will cover up to $3,000 per bus retrofitted with a DOC plus CCV system. For buses powered by model year 2006 or older engines, the program will provide between $15,000 and $25,000 toward each bus replacement. EPA will accept applcations from September 28 to October 30, 2015.

EPA Announces Release of FY15 DERA National Clean Diesel RFP (CLOSED) JUNE 15. 2015

On April 30th, EPA announced its FY15 DERA National RFP (PDF) for $13.5M in Diesel Emissions Reduction Act (DERA) funding.Funding is available nationally for projects that reduce diesel pollution and emissions exposure from the nation’s existing fleet of diesel engines. The closing date for the RFP is June 15, 2015. On May 14th, EPA announced the FY15 Tribal Clean Diesel Funding Assistance Program. A total of $1 million is available to tribal agencies and intertribal consortia for clean diesel projects. EPA Awards $1.3 Million DERA Grant to the Port of Los Angeles

The West Coast Collaborative Partner, Port of Los Angeles, is using the DERA grant to fund the replacement of an older diesel cargo crane with a new, zero-emission electric-drive crane. Los Angeles is one of four U.S. ports receiving a total of $5 million for projects aimed at significantly reducing diesel emissions and improving air quality, particularly for communities near port operations. “Forty percent of the nation’s total imports come through the San Pedro Bay ports,” said Jared Blumenfeld, EPA’s Regional Administrator for the Pacific Southwest. “Replacing cargo equipment with zero emissions alternatives will not only help overall air quality in Southern California, but directly benefit fence-line communities living near the port.”

EPA announces DERA grant to the Oregon Department of Environmental Quality (ODEQ)

The EPA West Coast Collaborative announces a Diesel Emissions Reduction Act (DERA) grant to the Oregon Department of Environmental Quality (ODEQ) to replace heavy-duty diesel short-haul drayage trucks and retrofit cargo handling equipment. This project will be implemented using $1,500,000 in DERA grant funding combined with $1,371,000 in matching funds from participating trucking fleets, and will result in reductions of 338 tons of nitrogen oxides, 15 tons of particulate matter, including black carbon, which influences climate by directly absorbing light, reducing the reflectivity ("albedo") of snow and ice through deposition, and interacting with clouds.
